ISEB certificate in software testing

I found this great diagram on ISEB courses on the BCS website I didn't realise quite how well ISEB had done in creating such a programme of certified training courses. As a software testing consultant of course I know the ISEB foundation certificate in software testing and the ISEB practitioner certificate in software testing.

Why do businesses largely ignore these excellent qualifications? The number of practitioners is definitely growing but it is only a fraction of the number of people testing software in the UK. I wish I knew how big a fraction it was but since nobody has accurately assessed the number of software testers that is a wish that is going to remain unfulfilled for a while yet.
